For every 2% increase in annual soil moisture the rings are darker and further apart, for every 2% decrease the rings are lighter and closer together. Improved Public Transportation
Recognizing that transportation currently accounts for over 40% of local energy use, efforts are made to increase the number of buffered bike lanes and improve regional public transportation and speed construction of Sprinter Express train. All public transit is electrified.

After extensive community dialogue, plans are made to support higher density and affordable housing, commercial centers, along improved transit corridors.
